1. Why tail lift safety matters

Tail lifts are hydraulically driven and powerful enough to cause serious crushing injuries. Hong Kong has recorded injuries and fatalities involving tail lift operations in the past, and the Labour Department has strengthened its regulation of tail lift safety.

2. Regulatory framework

Hong Kong’s occupational safety legislation (including the Factories and Industrial Undertakings Ordinance and the Occupational Safety and Health Ordinance) places a duty on employers to ensure workplace safety, including tail lift operations.

In May 2025 the Labour Department updated its tail lift safety guidance. Key points include:

  • vehicles fitted with tail lifts should be equipped with a compliant safety sensing system
  • sensors should automatically stop the tail lift when a person or obstacle is detected
  • sensor spacing and detection distances should meet minimum standards
  • the system should include release-to-reactivate and fail-safe designs
  • employers should provide operator training and keep installation and inspection records

3. Relevant standards

Standards commonly cited for tail lift safety systems include:

  • EN1756-1:2021: safety requirements for tail lifts (platform lifts for goods) mounted on wheeled vehicles, covering design, manufacture, installation and testing
  • ISO 13854:2019: a machine safety standard setting out principles such as the minimum gaps required to avoid crushing

When purchasing, ask the supplier for documentation confirming the standards the product claims to meet and the basis for testing.

4. How the system works

A complete tail lift safety system includes a control box, sensors (infrared or laser), brackets and cabling. The operating sequence is:

  1. sensors continuously scan the tail lift operating area
  2. a person or obstacle enters the danger zone and is detected
  3. the system cuts hydraulic power and stops the tail lift automatically
  4. the operator must release the button and press it again to continue

Release-to-reactivate and fail-safe design are the two key safety mechanisms.

5. Compliance roadmap

Step 1: assess the current situation

Check whether each tail lift already has a safety sensing system, and review the number of sensors, bracket type and installation position.

Step 2: choose a compliant product

Select the configuration that fits the vehicle:

  • single-sensor bracket (RTS-21)
  • dual-sensor bracket (RTS-19 & RTS-20)
  • triple-sensor bracket (RTS-22)

Step 3: professional installation and testing

Installation should be carried out by technicians familiar with tail lift structures, followed by functional tests covering sensor detection, automatic stop and the release-to-reactivate function.

Step 4: training and daily management

Train operators, establish safe operating procedures and carry out a visual check before each departure.

Step 5: regular inspections and record keeping
