What are the six measures?
The “six essential measures” are a practical framework for tail lift safety in Hong Kong, covering hardware, procedures and people:
- Install a tail lift safety sensor system: use infrared or laser sensors to detect people and obstacles in the danger area
- Establish safe operating procedures: define the correct steps for raising, lowering, loading, unloading and parking
- Train operators: make sure operators understand how the system works, why it stops, and how to respond
- Inspect and maintain the tail lift regularly: including sensors, brackets, cables and hydraulics
- Use warning signs: remind people on site to stay away from the operating area
- Keep the operating environment safe: maintain good lighting, level ground and clear access
Sensor systems are the key hardware measure
Among the six measures, installing a compliant tail lift safety sensor system is the most direct hardware protection. The system automatically stops the tail lift when a person or obstacle enters the danger zone, reducing the risk of crushing injuries.
In May 2025 the Hong Kong Labour Department updated its tail lift safety guidance. Vehicles fitted with tail lifts should be equipped with a compliant safety sensing system meeting requirements such as EN1756-1:2021 and ISO 13854:2019.
The measures work together
Hardware alone is not enough. Sensor systems must be combined with operating procedures, operator training and regular inspections. Installing a system without training, or providing training without inspections, leaves gaps in protection.
